Nothing in American law gives a dog a right to be anywhere. The Act everybody cites does not contain the word animal, in a hundred and ninety-three thousand characters; every rule in the area was written by an agency instead. Those regulations mention an animal in two sections each and give a pet nothing at all. The word pet appears nowhere in the federal air rule, and one definition expressly excludes an animal at a passenger's seat of which the carrier takes no custody. The model code behind every health inspection says in its own preface that it is not federal law. The rights here belong to people, and the federal rules reach a pet only at a handover.

The argument

A dog has no right to be anywhere. The rights belong to people, and the rules reach a pet only at a handover.

Start with the Act, because a claim this large should start with a corpus. The complete text of the relevant chapter is 307 kilobytes and 193,623 characters once the markup is stripped. Searched as raw text it returns zero occurrences of animal, zero of dog, and zero of service animal, while the controls in the same pass return 93 for disability and 65 for accommodation. Congress wrote none of it; the species limitation, the training requirement, the exclusion of comfort and companionship and the two questions are all the Attorney General's, by regulation.1 Parse those regulations and the places a right could live are a short list: twelve paragraphs mentioning an animal in each part, in exactly two sections each, and the word pet appearing once, in a surcharge provision, purely as a pricing comparator. The architecture is definitional rather than prohibitory, which is a distinction that gets lost constantly.2 The famous two questions are real in substance and are not a quotation: the regulation uses reported speech, the numbered form comes from a page that disclaims its own legal force, and the provision's final sentence, routinely dropped, says that generally those inquiries may not be made when it is readily apparent that the animal is trained.3 The miniature horse provision is genuine, and the thing everyone gets wrong is that the horse is expressly not inside the definition it sits beside.4 And the regulation is a floor rather than a ceiling: nothing in it stops a business welcoming whatever animal it likes, which is where this entire market actually lives.5

Then the aircraft, where the absence is cleanest. The word pet appears zero times in the federal air rule, three times in the whole aviation title, and once in the whole transportation title, where it turns out to be a plastic.6 What exists instead is a single definition, written to scope a reporting duty, providing that air transport does not include animals that accompany a passenger at his or her seat in the cabin and of which the air carrier does not take custody. The statute above it measures from check-in and leaves the definition to the Secretary, who then excluded the cabin.7 From a seat, three instruments look alike and are nothing alike: a right that the carrier is forbidden to add conditions to, a duty owed upward to a government and satisfiable in full while the passenger gets nothing, and a contract term the company wrote, under a federal part that requires notice covering the rights of the carrier to change terms of the contract.8 The federal animal transport standards are real and are addressed to dealers, exhibitors, auction operators, intermediate handlers and carriers; every provision names its addressee in its first line, and the statute above them turns on consignment.9 Exactly one federal rule reaches the animal a passenger keeps in their own hands, and it does so at the border, on public health grounds, and expressly covers dogs returning to the United States.10

Then the door. Behind nearly every claim about dogs in restaurants and grocery stores sits one document, and it says on page six of itself that it is neither federal law nor federal regulation and is not preemptive, and that its own adoption list is self-reported.11 The paragraph permitting a pet dog at an outdoor table arrived in the 2022 edition; the string identifying it appears zero times in the 2017 edition, and the condition attached to it, four words long, is the part that gets dropped.12 Rather than survey anybody, read one state: two agencies regulate two kinds of food business, their rules took effect five weeks apart this year, and they adopted different editions, so the grocery store is on the edition with the patio paragraph and the restaurant is not.13 The term everybody relies on has at least four live definitions, and the model's own annex says its version is adapted from a federal regulation that was rewritten in 2010 and has never been conformed.14 And the federal store rule people invoke does not exist: the phrase appears in fourteen titles of the federal code and zero times in the one that governs food, where two provisions exempt retail establishments and restaurants by name.15

Last, the paper and the product. The Department's own sentence about documents sold online is quoted here whole, and so is the page's own statement that it has no binding effect, because the binding half sits in the regulation and says something different: not that the documents are worthless, but that nobody may demand one.16 The licensing distinction is usually written backwards; the permitted side uses the word registration too, the real line is the basis of the requirement rather than its name, and neither half appears anywhere in 1.3 million characters of the regulation.17 On the product itself, the federal stroller standard's scope provision is nine words long and excludes nothing; the limit comes from four other provisions, one link in the chain is genuinely unresolved, and the word unregulated is wrong in both directions.18 Nineteen phrasings searched across the whole federal code return nothing, the one that returns 143 is that plastic again, and the best citation is an explicit exclusion rather than any count.19 Sixteen further claims this page refused are published together so they can be checked.20

A premium .com is not a strategy. It is the address the strategy runs from, and in a market where the primary sources are free and the summaries are confidently wrong, the address that reads them correctly is the asset.

This is usually written as licensing yes, registration no, and that is wrong on its own terms, because the permitted half uses the word registration too. The real line is the basis of the requirement, not its name. And neither half of it is in the regulation at all.

01Any judgment about any person's animal or documentation. Not fake, not real, not legitimate, not so-called, not a loophole, not abuse of the system. Not in the text, not in a heading, not in a caption. This page takes no side in any disability-policy debate and never implies that anyone misuses an accommodation.
02Any invitation to assess, suspect, screen or identify somebody else's animal. No how-to-tell, no red flags, no scripts. The Department's observation that a vest does not by itself mean anything is quoted as a description of the law, never repurposed as a detection cue.
03Any advice, to anybody. Not to a traveler, not to an owner, not to a business. No what to bring, no call ahead, no know your rights, no compliance checklist.
04Any count of states, including the disguised ones: most, many, some, a growing number, dozens, a patchwork. Three jurisdictions were opened and one of those was dropped. There is no safe number here.
05That any jurisdiction has no requirement. Presence was verified in two places. Absence was never verified anywhere, and the difference matters.
06Any business named, anywhere. No carrier, no retailer, no manufacturer. In particular no registry or certification business is named, described, rated or linked, and that market is characterized in no way at all.
07That the model food code is a federal rule, or that the agency requires, prohibits or allows anything in it. The agency recommends; a jurisdiction requires.
08That the federal rule mentioning guard, guide or pest-detecting dogs applies to any retail food establishment. It governs a plant, and retail is outside that part.
09Anything about a dog in a cart, stroller, bag or basket being treated differently. Every such word returns zero in the access regulation and zero in the model code. The idea that a dog off the floor is in a different position has no source.
10That the federal animal transport standards protect a pet in a cabin - and equally, the flat opposite. We verified who the text addresses and found no agency interpretation of its reach, so the card reports the addressees and stops.
11Anything about how a passenger's animal is screened at a checkpoint. The agency's site could not be reached from here, and its procedures are withheld from publication by regulation. We print the duty to comply and nothing about the procedure.
12Any incident figure: animals lost, injured or killed in transport, totals carried, rates or trends. The reports exist and the files would not open from here, so nothing is quoted from them.
13Any fee, container dimension or per-flight limit presented as a federal rule. Those are contract terms, they differ between companies, and no number from one is a general fact.
14That the stroller standard applies to a pet product, or that any standards body publishes one for this category. We checked, and we also do not say none exists anywhere, because we could not enumerate every catalog.
15That the product is unsafe, or that there is nothing to worry about. The absence of a standard is neither, and we will not fill the gap by recommending a standard written for something else.
16Any market size, growth rate, ownership statistic or search volume for this category, from any source. None appears anywhere on this page.
